Following a period of stabilisation, the Department has entered the next phase.

Work continues. Conditions remain variable. External inputs are not fully within control.

What has changed is how responsibility is understood.

During a recent period away from operations, a simple model was encountered.

Three categories of responsibility were identified:

  • what is mine
  • what belongs to others
  • what sits beyond both

This distinction has since been applied in practice.

Observations indicate that previous strain was not solely due to workload.

In several instances, effort extended into areas that were not within direct control.

Expectations were carried that could not be fulfilled independently.
Outcomes were held that required coordination or external resolution.

This resulted in unnecessary escalation of internal load.

Since applying clearer boundaries, a shift has occurred.

Effort is now directed primarily toward what can be acted on directly.

Items requiring input from others are identified as such, and held with appropriate expectations.

Conditions outside operational influence are acknowledged without continued internal engagement.

This has led to a measurable change.

Decision-making is more precise.
Escalation is more deliberate.
Energy is retained for areas of direct impact.

Work has not reduced.

However, unnecessary extension of responsibility has decreased.

From an operational perspective, this reflects a transition from diffuse ownership to defined accountability.

The distinction is simple.

Not everything that is visible requires action.
Not everything that is requested requires ownership.

Clarity of boundary supports clarity of response.

Recommendation
Maintain awareness of responsibility categories.

Where uncertainty arises, first determine:

  • is this mine
  • does this belong to others
  • is this beyond operational control
