Subject: Cognitive Load β System Integrity
As new responsibilities settle and understanding deepens, the Office of Compliance & Integrity has reviewed how cognitive strain is being interpreted.
In several cases, normal responses to increased complexity were mislabelled as personal inefficiency or decline. This interpretation does not align with system integrity.
Cognitive load increases when:
- information is still being integrated,
- decision paths are not yet automated,
- and multiple frameworks are held simultaneously.
These conditions are expected during periods of growth.
From an integrity perspective, it is important not to escalate self-correction prematurely. Treating cognitive load as a fault often introduces unnecessary pressure and compounds strain.
Recommendation from this office:
When mental effort increases, review expectations before reviewing performance. Strain does not equal failure.
