Subject: Uncertainty — Interpreting Standards


Following the Director’s note on uncertainty, the Office of Compliance & Integrity reviewed several situations where individuals were required to make decisions without clear precedent.

In early stages of system integration, it is common to encounter moments where expectations are not yet fully visible.

Recent reflections included:

“I wanted to check whether this was the correct way to proceed, but there was no single reference point.”

“Several options seemed reasonable. The difference between them was not immediately obvious.”

“I was aware that decisions have downstream effects, even when the guidance is incomplete.”

“Sometimes the responsible choice was to pause and clarify rather than proceed quickly.”

These situations can create a perception that certainty should already exist. In practice, complex environments rarely offer immediate clarity.

From a compliance perspective, uncertainty often reflects responsible attention rather than insufficient capability.

Standards become clearer through participation, discussion, and gradual alignment across the system.

Recommendation from this office:
When precedent is unclear, prioritise transparency of reasoning over speed of action. Integrity is maintained when judgement is visible.
