🧭 Working With Uncertainty

From: Director’s Office
To: All Offices
Subject: Month 3 — Uncertainty

In the past two months, the Department has moved through Orientation and Cognitive Load.

We learned the landscape. We began holding complexity.

It is therefore unsurprising that a new experience often emerges at this stage: uncertainty.

Uncertainty does not necessarily appear as confusion. More often, it arrives as quiet questions.

“Am I focusing on the right things?”

“Is this the best way forward?”

“Will this approach hold?”

These questions tend to surface once effort is already underway. They are not signs of instability. They are signals that responsibility is being taken seriously.

From a departmental perspective, uncertainty is not a condition to eliminate. It is an environment to work within.

Progress rarely unfolds with full visibility. Most meaningful work requires movement before outcomes are completely known.

For this phase, the Department will focus on working constructively with uncertainty — continuing thoughtful action while allowing clarity to emerge over time.

The presence of uncertainty does not prevent progress. Often, it accompanies it.

Operations continue.
