Subject: Year-End Reflection | Emotional Climate Report 2025
Memo
The Office of Emotional Wellbeing concludes the 2025 operational year with stabilised morale, stronger interpersonal cohesion, and measurable gains in emotional literacy across all departments.
Throughout the year, this office launched several key initiatives designed to embed care into daily operations:
- Energy Allocation Reviews to help staff monitor emotional expenditure and recovery.
- Slow Sunday Reminders that normalised collective rest.
- Kindness Supply Requests to formalise replenishment as a workplace need.
- Reflections on Everyday Self Love, reinforcing the principle that care is practical, consistent, and often unseen.
- Case Studies on 静 (jìng), in partnership with Compliance & Integrity, establishing stillness as a shared organisational principle.
Our most significant contribution, however, was the introduction of The Self Love Rainbow, a seven-shade framework now recognised as the Department’s model for holistic emotional care. Courage, play, gratitude, growth, rest, reflection, and compassion — each colour served as both reminder and metric for a well-balanced emotional culture.
Findings:
- Staff reported greater self-awareness and softer internal dialogue.
- Emotional resilience improved during high-demand periods.
- The frequency of spontaneous laughter increased across departments (an unplanned but welcome KPI).
Outlook for 2026:
The Office will continue developing the Calm as Policy program, expand cross-office wellbeing partnerships, and release an updated Rainbow Implementation Guide to ensure each shade continues to shine through daily operations.
